Tim Russell
Tim practises in both commercial and public law. He appears regularly in state and federal courts and tribunals. Tim’s public law practice covers administrative law, planning, land compensation, environmental law, mining and occupational safety and health. Tim has maintained a particular interest in planning law and land compensation, having regularly acted for both planning and acquiring authorities and, more recently, for landowners. Before joining Quayside Chambers in 2018, Tim held the position of Senior Assistant State Counsel at the State Solicitor's Office.
Elyse Maketic
Elyse is Director of the Reform Delivery Team within the Department of Planning, Lands and Heritage. Elyse has worked in local and State Government, leading and managing a range of complex and significant planning projects. Since 2019, Elyse has been overseeing the delivery of the State Government’s Planning Reform Agenda. Her diligence and dedication has produced successful outcomes including the improved efficiencies in Western Australia’s Planning System, the essential reduction of red tape, supported the State’s economic recovery and assisted local jobs growth. Elyse is a highly motivated urban planning professional, a fearless, passionate and innovative leader, respected and valued by her planning industry peers. She supports and is a trusted advisor to the Chief Planning Advisor and Minister for Planning. Earlier this year, Elyse was awarded the inaugural “Women in Planning Award”, from the Planning Institute of Australia’s Women in Planning Network.
Lucy Shea
Lucy specialises in environmental, planning and government law, and helping clients to navigate the breadth and complexities of project regulation and approval requirements in Western Australia. Lucy advises clients from all sectors, including energy and resources, industrial, agribusiness, infrastructure, government and property development clients. Her practice covers a very broad range of subject matters relating to project approval and regulation, including advice on matters such as water, native vegetation and fauna, emissions, animal welfare, dangerous goods, Aboriginal heritage, Native Title, contaminated sites, compulsory land acquisition compensation, planning and noise.
