Alexandra Seneta, Executive Director, Office of the Space Regulator, Australian Space Agency
Alex is the Executive Director, Office of the Space Regulator at the Australian Space Agency (the Agency), commencing in the Executive Director role when the Agency launched operations in July 2018. Alex and her team work on civil space issues including consideration of applications for launches and returns under the Space (Launches and Returns) Act 2018. Previously, Alex worked at the Australian Communications and Media Authority for more than a decade, mostly in satellite communications regulation. She has attended International Telecommunication Union World Radiocommunication Conferences; representing Australia in the treaty level negotiations regarding frequencies for communications.
Joel Lisk, Lawyer, Cowell Clarke Commercial Lawyers
Joel Lisk is a lawyer in the corporate and commercial teams at Cowell Clarke in Adelaide. Joel is also a PhD student in space law at the Adelaide Law School, University of Adelaide.
Relevant to the space industry, Joel’s PhD research explores how nations regulate commercial space-related activities whilst balancing the interests of the private industry with international obligations. Joel has published and presented (in Australia and internationally) on this topic and the law applicable to private space activities more generally. Joel is also a Director of the Space Law Council of Australia and New Zealand Ltd – a not for profit, education charity specialising in space law and policy.
Emeritus Professor Steven Freeland, Western Sydney University
Steven Freeland is Emeritus Professor of International Law at Western Sydney University, specialising in Commercial Space Law, and previously the Dean of the School of Law. Prior to becoming an academic, he had a 20-year career as an international commercial lawyer and an investment banker. He is a Member of the Advisory Group of the Australian Space Agency and has been an advisor to the Australian, New Zealand, Norwegian and several other Governments on issues relating to national space legislative frameworks and policy. He is a Co-Principal of specialised space law firm Azimuth Advisory and is also a Director of the International Institute of Space Law.
Donna Lawler, Principal, Azimuth Advisory (NSW)
Donna is the legal advisor to Governments and businesses involved in space activities, with 20 years experience in the space industry, including six satellite build and launch programs for geo-stationary satellites. Donna is the Deputy Chair of Performance Space, the crucible for risk taking artists. She is the guest Speaker on Space and Satellite law and sits on advisory Boards of Space Machines Company and Space Industries
Stefan Paterson, Principal, Paterson IP (WA)
Stefan Paterson is a patent attorney and principal and founder of Paterson IP. With a background in chemistry, biology, materials and engineering, his practice spans a wide range of technology areas. He has a keen interest in how intellectual property protection strategies need to be reformulated and reassessed for emerging technologies. In particular, he has developed a specialist understanding of the interaction of IP laws and space law for the protection of space-related technology, and how this affects commercialisation strategies. He has written many articles, given podcasts, and is often sought after for his views on this quickly emerging area of law.
